NOTICE INVITING EXPRESSION OF INTEREST
NOTICE NO. ICVL/EOI/GOCK/111
Invitation to submit Expression of Interest for taking up comprehensive exploration activities of Mineral Assets/ Steel Plant in the Province of Central Kalimantan, Indonesia.
1.0 International Coal Ventures Pvt. Ltd. (ICVL) has been set up by the Government of India for the purpose of acquisition of coal companies, mines, assets, blocks in overseas territories. The promoter companies of ICVL are Steel Authority of India Ltd. (SAIL), Coal India Ltd. (CIL), Rashtriya Ispat Nigam Ltd. (RINL), NMDC Ltd. and NTPC Ltd. The coal produced from these assets is intended for imports into India and for meeting the requirements of coal by the member companies of ICVL.
2.0 ICVL intends to conduct a feasibility study for setting up an integrated steel plant of a suitable capacity and development of the mineral deposits namely coking coal, thermal coal, iron ore, limestone and dolomite (the Project) at identified prospective locations in the Province of Central Kalimantan in Indonesia.
3.0 The Feasibility Study will be conducted initially in two stages: (i) a pre-feasibility study in Stage 1; and (ii) thereafter a Detailed feasibility study for the Project in Stage 2. For this purpose, ICVL is seeking to engage the services of a competent and experienced agency of international repute, to carry out the Scope of Work as given below:
4.0 Scope of Work:
The activities would broadly include the following in Stage-1:
For Mineral deposits:

Formulation of a strategy / Conceptual report of setting up of a high capacity Coking coal mine, Iron ore mine, limestone and dolomite mines and an integrated steel plant in Central Kalimantan with all logistics support, arrangements for flow raw materials in Central Kalimantan, flow of surplus raw materials to India, arrangement for manpower, arrangements for transportation of finished products from Central Kalimantan ports, infrastructure support in Central Kalimantan and in India, broad indicative financial impact of the entire proposal (broad item-wise), broad taxes and identified risks for the proposal.

Strategy Report/ Conceptual Report to be discussed with ICVL and depending on the feed-back, pre-feasibility study and Exploration program me is to be taken up.

Strategy Report/ Conceptual Report has to be supported by scaled plans / maps showing the regional features and relevant resources details for this project work.

Pre-feasibility study and exploration program would broadly cover the following. However, depending on the feed-back of conceptual report, the scope of work may be modified.

Identification of the prospective areas of the mineral deposits as above in the Province of Central Kalimantan.

Existing data analysis and preparation of scaled maps plans and databases for references.

Strategy for exploration work including schedules for all permits and mobilization of resources.

High resolution aerial survey along with ground control survey for control point establishment leading to preparation of a base map and regional geological maps. Maps should be created in layers for easy use and management decision. Bore hole surveying.

Topographic survey of the identified property.

Geological mapping of the identified property.
-
2D and 3D geo-physical seismic survey of the identified property.

All exploration work including, coring-drilling / non-coring drilling, logging, geophysical logging, sample preparation, lab-testing of samples.

Computerized Geological modeling along-with exploration and additional drilling, if any, for resolving structural anomalies if any.

Mine modeling and reserve estimation including quality parameters.

Gas drainage programme if found during exploration.

Opening up / trenching / minor excavation of the deposit in in-crop area for verification.
For the Steel plant:
After a review of the exploration report, pre-feasibility report and mine plans, a decision would be taken to progress further into Stage-2 of the Project.
5.0 Details required:

Work experience of similar nature preferably in Indonesia within the last five years

Statement of financial capabilities to undertake such work by one company or by joint venture approach. Availability of funds and technical/ managerial resources, equipment for undertaking this work.

Details of the ongoing works, if any, of similar nature and investment already made.

Academic and work/ experience profiles of the key persons to be engaged for the scope of work
-
Projects which have taken off the ground based on the feasibility study conducted.
